Biography
Tim Cullen MBE, Chairman of TCA Limited, is an Associate Fellow of the Saïd Business School, University of Oxford, and was, until recently, Director of the Oxford Programme on Negotiation, which he established in 2004. In 2019, he became a Visiting Professor at Peking University, where he teaches a negotiation elective in the International MBA programme. From 2015 to 2018, he held a similar position at Sun Yat-sen University in Guangzhou, southern China. He also teaches the negotiation module for Stockholm Business School’s Executive MBA programme and is a former Visiting Professor on the Global Journalism Master’s programme at Örebro University in Sweden. Tim has delivered negotiation programmes in more than 20 countries.
Tim founded TCA Limited in 1999, following a 21-year career with the World Bank. As the son of a British diplomat, he spent his early years living in the UK, Sweden, and Washington, D.C. His early career spanned both the private and public sectors, including roles at Ford Motor Company and Continental Bank between 1969 and 1978, before he joined the World Bank. During his tenure at the Bank, Tim served as Chief of External Relations in Europe, based in Paris, from 1984 to 1990. He was later appointed Director of Information and Chief Spokesman at the Bank’s headquarters in Washington, D.C., a position he held until 1996, when he became Senior Advisor for External and UN Affairs.
He was directly involved in numerous global events, including the Earth Summit in Rio de Janeiro in 1992, the efforts to transition the former Soviet Union and Eastern Europe to market economies, and the World Bank’s reconstruction work in Bosnia. In 1997, he served as the Special Representative of the World Bank in Hong Kong during the Handover of Hong Kong to the People’s Republic of China.
He has provided strategic advice, delivered speeches, and conducted teaching programmes on negotiation strategies and techniques throughout China. From 2001 to 2015, he was a Commissioner on the Financial Supervision Commission (FSC) of the Isle of Man, where he also served as Chairman of the Risk and Internal Control Committee.
In 2009, he became the first Executive Director of the Small Countries Financial Management Centre. He was appointed a Member of the Order of the British Empire (MBE) in the Queen’s Birthday Honours in June 2014 for his services to international financial management.

As well as working with many corporate clients, TCA also has extensive experience working with the WTO, the United Nations, and governments in Europe, Asia and the Middle East, as well as with the World Bank, the IMF, and the Asian Development Bank.
